What is the best way to clean dried on powder in the dispenser and also inside where the dispenser drawer goes. I have tried everything from white vinegar to soda crystals, scraping it off etc but nothing will work. Is there something that will dissolve it and get rid of once and for all?

If you mean the dispenser drawer you could try putting it in the dishwasher on a wash that isn't hot enough to melt the plastic. A thorough thrashing in there might do it. I always put our plastic shower head in the top basket of our dishwasher when it gets riddled with black mould and it comes up a treat. The plastic should be able to withstand 60 degrees though I can't guarantee it so you'd have to do it at your own risk. You could always try a lower temp wash first. Maybe try an economy wash or something, it may just help loosen it so you can scrub it clean.

If you're talking about the upper part of the dispenser housing looking black and starting to clog, as odd as it may sound, use a toothbrush with some diluted soda crystals.
