Candy washing machine below slip

I can hear the motor spinning but not the drum. I have removed the back plate and can see the belt is pressed up against the plastic part of the drum and this restricts the spinning. When I re centre the belt it just slips to the back of the pulley. There is rubber dust everywhere. Does this sound like a new pulley and belt?
