Samsung won't fill up enough

Have a Samsung Model WA48H7400AW. Every load I do, it just don't seem to fill enough with water. Top of clothes are exposed. Been like that since day 1. Had it about 4 months. Thanks.

I can't know if the machine is faulty or not, but the main thing to consider is does the laundry come out clean? Many washing machines use as little water as possible these days for economy. They use a circulation pump or the drum paddles to constantly shower the laundry with water during the wash cycle. When the drum is turning can you see if water is dripping or running onto the laundry? The principle is the same as having a shower instead of a bath, it uses a lot less water and energy.

"does the laundry come out clean? " Yes ......very much so. What you talk about at the end of your post pretty much nails it. It's doing all those things. I'd have to say that everything is ok and that's just the way it's designed to work. Thanks for the explanation.
