Samsung error 4E is time out on fill. It allows 2 minutes and if the water level hasn't risen in that time it times out with the error code. It's strange that yours takes 10 minutes. Have you checked water is running ok through the hoses? Do all the basic fault checking described here Washing machine won’t fill with water but if it isn't anything simple might need an engineer to trace it.

Thanks. I read the link you mentioned. From what I understand, since there isn't a blockage anywhere up-to the valve filter, it must be an electrical malfunction. I will call a technician to fix that (because I hate electrical stuff).
