Yes those are the things to check. If fabric softener is being taken out too soon try this article Fabric Softener taken out too soon
We usually find if we dry the towels on the line they are very hard and rough but drying or finishing them off in the tumble dryer leaves them nice and soft. Make sure you are using the proper amount of detergent too. Don't skimp on it.

Thanks for replies sadly I do not have a tumble dryer .Is not just towels but all washed items .
Kettle does fur up but not anymore than when I had my previous Bosh no problem with that one so nothing has changed. I will try to check the fabric softener cycle .
Hello Kate - what is the limescale like in your water system? - does your kettle 'fur' up a lot with white limescale and need constant de-scaling? - thats the only thing that springs to mind is that the hard water is making your towels feel like sandpaper. - one other thing is your conditioner bein taken in at the right time on the washing machine? - it should stay in the fabric conditioner draw right until the end of the rinse cycle , right before the spin - if it is being taken in too early it could mean a malfunction with the fabric conditioner valve in the washing machine (always open) or maybe slammed the soap drawer too hard and fabric conditioner has been taken in as you slam the door - other thing I have heard of before is someone having such a high mains water pressure that it sprays/splashes very vigorously in the soap drawer and dilutes the fabric conditioner and takes it in the wash cycle instead of the rinse cycle.
Other things you could try is spin towels at 1200rpm instead (say if you got a 1600 spin speed it could be extracting so much water/fabric softener that it makes them hard) - drying on line can make them hard, so spin at 1200rpm then straight afterwards tumble dry also pop in 2 of those tumble drier balls (plastic balls with spikes) in the drier with them.
