Washing machines do tend to leave some water in the door seal after washing. How much water is left depends on the design of the door seal and I've seen some some poorly designed washing machines which left half a mug full of water in the bottom. There are usually some small drain holes at the bottom of the door seal for it to eventually drain out. Some people prefer to wipe the door seal out after use.
As uumode suggests, brand new washing machines have some water in the door seal from when the washing machine was water tested at the factory.

I think this is OK, they this is water that is present from testing in the factory.
As far as I am aware, most washing machines are tested.
