What Is The Foam Ring On Interlock Cable For?

Hi, can anybody tell me what the purpose of the foam ring is on the interlock cable and where it should be properly situated. Have just replaced bearing and noticed it 'dangling' on cable when putting machine back together.

It's to stop it rubbing against the casing and wearing through over time. I'd imagine it needs to be placed to ensure that the cable doesn't catch on anything.
